I've examined a few of them, and the design of their modifications are unquestionably of Krakian origin. I have a hunch about whose handiwork this belongs to.

Yes, the very same one. My nemesis, Dr. Krakia, must have discovered the former city of the Krakians, the Polis of Krakia itself. I know that it is located somewhere in the Krakian Jungle. He seems to have adopted their penchant for bodily modifications. Knowing him, he's probably built his lab there. That must be where he's modified all these regular Turkeys into Turkey Commandos!
