I think this taught me a number of things.

First, anytime there's a group of monsters that have suddenly turned violent, there's ALWAYS a puppet involved.

Second, these puppets don't necessarily have to be carried by a monster to have an effect. It just needs to be in the vicinity of the monsters..

And third, the puppeteer is not causing problems in just one area but rather throughout the entirety of Victoria Island.
